Starting in October 2022, the target for disclosing management fees through the Joint Housing Management Information System has been expanded from the existing 100 households to 50 households or more. However, from as early as 2024, details of management fees for small-sized housing under 50 households will also be disclosed.
The Ministry of Land, Infrastructure and Transport is planning to promote a system of disclosing detailed information on management fees for small-sized housing such as studio apartments, officetels, and multi-family houses. This system is scheduled to be implemented from 2024 after the revision and grace period of the Joint Housing Management Act Enforcement Decree. If the system is implemented, it could be a measure to reduce the illegal practice of raising management fees significantly while leaving the monthly rent unchanged.
Currently, there is also a rental reporting system, but it was not subject to reporting if the security deposit was less than KRW 60 million or the monthly rent was less than KRW 300,000. However, if the details of management fees for small-sized housing under 50 households are disclosed, specific items such as electricity, water, gas, and cleaning expenses will be obligated to be disclosed, allowing confirmation of which items have increased by how much even if the overall management fee has increased. When making a new real estate contract, licensed real estate agents will also be required to check and explain the details of the management fees.
In addition, if the management fees are excessive, the National Tax Service will be able to check the rental conditions of the landlord. If the management fees are managed as data in this way, it seems that it will be possible to eliminate the blind spots of tax evasion in the rental business.
Multi-family housing(다세대주택): Multiple owners are individually registered for one building. When signing a real estate contract, the "unit number" is indicated as the subject of lease.
Multi-unit housing(다가구주택): Only one owner is registered for one building. When signing a real estate contract, the subject of lease is indicated as "XX square meters on the east side of the XX floor".
